The thirty-seventh UN Analytical Support and Sanctions Monitoring Team report, submitted under Resolution 2734 (2024), has raised concerns over the continued activities of Pakistan-based terror group Jaish-e-Mohammed (JeM). The report links JeM to multiple attacks, including the deadly November 10 strike near Delhi’s Red Fort that allegedly killed 15 people. Despite claims by some Member States that JeM is defunct, the report highlights organisational developments, such as the formation of a women-only unit, Jamaat ul-Muminat, intended to support terrorist operations.
The UN findings also reference related incidents in Jammu and Kashmir, including the April 2025 Pahalgam attack by The Resistance Front, a proxy of Lashkar-e-Taiba, which killed 26 civilians and prompted Operation Sindoor targeting terrorist infrastructure in Pakistan. Investigations into the Red Fort car blast revealed a "white-collar terror module" linked to JeM and Ansar Ghazwat-ul-Hind, resulting in nine arrests, including three medical professionals suspected of aiding the network.
