Centre Unveils District-Level Textile Transformation to Boost Export-Oriented Growth Hubs

In a major move to boost India’s textile sector and exports, the Ministry of Textiles on Wednesday launched theDistrict-Led Textiles Transformation (DLTT) initiativeat the National Textile Ministers’ Conference in Guwahati. The programme aims to promote inclusive, sustainable, and region-specific growth by positioning districts as the primary drivers of textile development.

Under DLTT, the ministry plans to develop100 high-performing districts as Global Export Championsand upgrade100 Aspirational Districts into self-reliant textile hubs, marking a shift from a broad sectoral approach to a focused, district-level model tailored to local strengths and challenges.

Data-Driven District ClassificationDistricts have been classified through a data-based framework evaluating export performance, MSME ecosystem strength, and workforce availability. Based on this, they are categorized asChampion DistrictsandAspirational Districts, each following a distinct roadmap.

Targeted Interventions for GrowthChampion Districts will scale operations with interventions such asMega Common Facility Centres (CFCs), adoption ofIndustry 4.0 technologies, and enhanced access to international markets. Aspirational Districts will focus onfoundational development, including skill training, raw material banks, and promotion ofmicro-enterprises through SHGs and cooperatives.

Focus on Purvodaya RegionsAligned with the Purvodaya vision, the initiative emphasizeseastern and northeastern India, supporting tribal development, improved connectivity, andGeographical Indication (GI) taggingto promote indigenous textiles in premium global markets.

Collaborative and Scalable ApproachDLTT will leverage government schemes, industry partnerships, and academic collaborations to reinforce textile clusters, replicate successful district models, and scale them nationwide, generating economic growth and employment at the grassroots level.

With DLTT, the Centre seeks to strengthen India’s presence in global textile value chains while ensuringbalanced regional development and livelihood generationacross districts.
