The results of the Union Public Service Commission (UPSC) Civil Services Examination 2025 have revealed that more than 200 successful candidates had already secured ranks in previous attempts. Many of these aspirants reappeared in the exam to improve their service allocation or obtain a higher rank that could help them enter more preferred services.

The UPSC Civil Services Examination is one of the most competitive examinations in India and selects candidates for prestigious services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS). Each year, thousands of aspirants compete for a limited number of vacancies, making every attempt crucial for those aiming for top ranks.

However, the presence of a large number of repeat rank holders has sparked discussions about fairness and opportunities for new candidates. Many aspirants who already hold positions in central services or other government departments continue to attempt the exam to secure better postings or higher-ranking services.

To address this issue, policymakers are reportedly considering a new rule that could restrict candidates who have already been allotted certain services from reappearing in the exam. Supporters of the proposal argue that limiting repeated attempts after service allocation could make the recruitment process more efficient and fair. Critics, however, believe that candidates should retain the right to improve their ranks and career prospects if they meet the eligibility criteria.
