The Budget Session of the Odisha Legislative Assembly commenced with Governor Haribabu Kambhampati addressing the House and presenting the state government’s development roadmap. Beginning his speech with an invocation of “Jai Jagannath,” the Governor emphasized Odisha’s growing role in India’s journey toward becoming a developed nation, or “Viksit Bharat.”
He noted that Odisha is preparing to mark 100 years of its formation in 2036 and that the government is committed to building a prosperous, industrially strong, and self-reliant state by that milestone year. The Governor highlighted major infrastructure initiatives, including modernization of roads, construction of a ring road connecting Bhubaneswar, Khordha, and Cuttack, and plans for a flyover on the busy Jaydev Vihar–Nandankanan Road to ease congestion.
The address also underscored Odisha’s rising industrial strength, particularly in the steel sector, where the state accounts for nearly a quarter of the country’s production and aims to scale up capacity further by 2030. Under the “Make in Odisha” initiative, several industrial projects involving large investments are expected to generate significant employment opportunities across the state.
Governor Kambhampati further highlighted reforms in the minor minerals sector, growth in revenue, and efforts to empower women through self-help groups, including the creation of over 16 lakh “Lakhpati Didis.” He also announced that Odisha is positioning itself as a future semiconductor hub, reflecting a strong push toward technology-driven growth.
The Governor reaffirmed that strengthening infrastructure, promoting industry, and enhancing employment opportunities remain key priorities as Odisha seeks to play a major role in India’s economic development.
