The State Transport Authority (STA), Odisha, has issued strict directives to enforce proper transportation of sand and construction materials, emphasizing safety and legal compliance. Officials have been instructed to monitor loading points rigorously, ensuring no overloading or uncovered transport, with strict action against violators.
The STA has also coordinated with the Director of Minor Minerals to ensure safe and regulated transport. Citing court orders and statutory provisions, the notification highlights that uncovered or unsafe transportation of sand poses serious public safety risks. Rule 1388 of the Central Motor Vehicle Rules mandates that goods in open vehicles be fully covered, while the Mines and Minerals Act and Odisha Minor Minerals Concession Rules empower authorities to regulate extraction and transport, with penalties for non-compliance.
Officials are directed to ensure that all sand loads at ghats, quarries, and loading points are fully secured with tarpaulin or HDPE covers before leaving the site. Loading supervisors will be held personally accountable for compliance, and “Cover Before Exit” checklists are to be maintained. CCTV cameras, where available, must document covered loads. Repeated violations may result in suspension of operations, cancellation of leases, and further administrative action coordinated with District Collectors.
This move aims to prevent road accidents, spillage, and other hazards associated with unsafe transport of sand and construction materials.
