The number ofZero FIRs registered in Odisha increased sharply in 2025, following the implementation of India’s new criminal laws onJuly 1, 2024. Chief Minister Mohan Charan Majhi shared the details during his visit to the Nyaya Sanhita exhibition organised by Odisha Police in Bhubaneswar.
According to the chief minister, the state witnessed a166 percent increase in Zero FIR registrationsafter the enforcement of the new criminal codes — Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam.
These laws replaced the colonial-era criminal codes and introduced several reforms to improve accessibility to justice. One key provision is the mandatory acceptance ofZero FIRs, which allows a complaint to be filed at any police station regardless of where the crime occurred. Although the provision existed earlier, it was not uniformly implemented across police stations.
Majhi also highlighted a significant rise in the state’s conviction rate since the introduction of the new criminal laws. According to him, Odisha’s conviction rate hasincreased by 87.6 percent, reflecting improvements in investigation quality and judicial processes.
“From investigation to trial, the new laws have brought improvements at every stage,” the chief minister said while addressing visitors at the exhibition.
The Nyaya Sanhita exhibition, which began onMarch 6, has drawn a strong public response. Considering the increasing interest among citizens, the chief minister announced that the exhibition would beextended by two additional days and continue until Thursday.
The exhibition aims to spread awareness about the key provisions of the new criminal laws and how they are designed to strengthen the country’s justice delivery system.
Majhi also spoke about the Odisha government’s initiatives to modernise policing and improve scientific investigation.
Foundation stones have been laid for theNational Forensic Science University (NFSU)and theCentral Forensic Science Laboratory (CFSL)in Bhubaneswar. These institutions are expected to enhance forensic capabilities and support modern criminal investigations in the state.
The state government has also signed aMemorandum of Understanding with Indian Institute of Technology Bhubaneswarto strengthen technological capabilities within the police force.
Additionally, an agreement has been signed with Rashtriya Raksha University to provide advanced training to police personnel.
During the exhibition, the chief minister visited multiple stalls and interacted with senior police officials, forensic experts and legal professionals.
He reviewed demonstrations highlighting the use ofdigital investigation tools, forensic technologies and modern policing techniques, underlining the state’s efforts to adopt advanced practices in law enforcement.
