Following a severe summer forecast by the India Meteorological Department, the Odisha government has introduced a comprehensive Standard Operating Procedure (SoP) for heat wave management in colleges and universities. The Higher Education Department stated that the guidelines aim to minimise heat exposure and safeguard the health of students, faculty and staff.
Under the advisory, institutions have been encouraged to reschedule classes, internal assessments and examinations to morning hours wherever feasible. Outdoor academic, sports and co-curricular activities are to be avoided during peak afternoon heat, or conducted with necessary precautions during cooler hours.
The SoP mandates uninterrupted access to safe drinking water across campuses, adequate stock of oral rehydration salts (ORS), and readiness of first aid facilities to handle heat-related illnesses such as dehydration and dizziness. Authorities have also been instructed to inspect and repair water sources like tube wells and hand pumps.
Heads of institutions must sensitise students and staff about heat safety measures, including hydration, early signs of heat exhaustion and preventive practices. The IMD has forecast temperatures between 36–38°C in interior districts and 34–36°C in other parts of the state between March 6 and 12.
