Chief Minister Mohan Majhi has announced a comprehensive plan in the Odisha Budget 2026-27 to strengthen skill development, technical education, and entrepreneurship across the state. The initiatives aim to prepare youth for global employment opportunities and promote innovation-driven economic growth.
A key highlight is the establishment of new World Skill Center campuses, including two upcoming centers in Sambalpur and Berhampur with an investment of ₹278 crore. These centers will provide advanced training to around 2,000 students annually in emerging industry sectors.
To promote entrepreneurship, the government launched the Udyami scheme with a ₹40 crore budget to support 6,000 nano-entrepreneurs through funding, training, and mentoring. The budget also includes the creation of a Centre of Excellence in Mining and Metallurgy at Government College of Engineering, Keonjhar to strengthen industry-specific skills.
Additionally, ₹235 crore has been allocated to improve infrastructure in technical universities, including Odisha University of Technology and Research and Veer Surendra Sai University of Technology. The government will also establish new engineering colleges and upgrade ITIs under the Utkarsh ITIs Yojana with a ₹500 crore investment.
These initiatives aim to transform Odisha into a leading hub for skill development, entrepreneurship, and technical education.
