Hong Kong has proposed buying back homeownership rights from victims of the deadly Wang Fuk Court fire to help them secure new housing. The HK$6.8 billion plan aims to compensate displaced residents and redevelop the fire-ravaged site into community facilities.

Authorities in Hong Kong have announced a major resettlement and compensation plan for thousands of residents displaced by the devastating November 2025 blaze at Wang Fuk Court. The fire, which killed 168 people and destroyed seven apartment buildings, left survivors struggling to rebuild their lives in temporary housing.

Under the proposal, affected homeowners can sell their ownership rights to the government for cash or exchange them for new flats under a housing scheme. The government estimates the buyback will cost HK$6.8 billion, with public funds covering a significant portion. Officials said the damaged buildings are beyond repair and the site may be converted into parks or community facilities instead of new housing.

Many displaced residents remain uncertain about their future, though surveys indicate most are open to the compensation plan. Authorities aim to begin payments later this year, while investigations into the fire — blamed on unsafe construction materials — are still ongoing. The tragedy remains one of the deadliest fires in Hong Kong’s history.
