A confrontation between a senior engineer and a contractor at the Public Works Department (PWD) in Bolangir escalated into a police matter after both parties lodged complaints against each other.
The dispute reportedly arose over allegations of arbitrary functioning within the department and concerns about the quality of work in an ongoing infrastructure project.
The controversy centres around the construction of a car parking facility at Bhima Bhoi Medical College and Hospital (BBMCH). Tensions reportedly flared inside the PWD office, prompting both sides to approach the local police station.
Police have registered separate cases and initiated an investigation into the allegations and counter-allegations.
According to available information, cases have been filed against PWD Superintending Engineer Ashutosh Jena and contractor Premranjan Panigrahi.
The contractor alleged that an “engineer rule” was prevailing in the Bolangir PWD office and claimed he was subjected to threats and verbal abuse during the altercation.
Reports suggest the dispute was triggered by allegations of substandard work in the ₹65 lakh parking project. It has also been alleged that administrative approval was granted for certain works without proper tendering procedures and that some projects were split.
Concerns were raised regarding the quality of construction materials being used and the structural slope design of the parking facility, with fears that it could lead to water accumulation and structural weakness.
The Medical Students’ Association of BBMCH has also expressed concern over the quality of construction. Suraj Biswal, President of the association, alleged that inferior materials were being used and that the slope design appeared flawed.
He stated that the bricks being used seemed thin and not sturdy enough for foundational construction, warning that the structure could face long-term safety risks if the issues were not addressed.
Biswal further noted that BBMCH is the only medical college in Bolangir and hosts students from various states, adding that the association may resort to protest if corrective measures are not taken.
