Two people lost their lives after a hoarding collapsed in Bhubaneswar on Thursday, triggering immediate action from the Bhubaneswar Municipal Corporation (BMC). In response to the fatal incident, the civic body has announced stricter regulatory measures to prevent similar tragedies in the future.
A high-level review meeting was convened under the direction of BMC Commissioner Chanchal Rana to reassess existing safety protocols and strengthen oversight of hoardings installed across the city. The meeting was attended by Additional Commissioner Ratnakar Sahu, Revenue Deputy Commissioner Ajay Kumar Mohanty, and representatives of authorised advertising agencies.
One of the key decisions taken during the meeting was to make third-party insurance compulsory for all hoardings within BMC limits. Authorities also resolved to streamline and strictly regulate the installation and maintenance of advertising structures to enhance public safety.
The civic body plans to issue formal notices to authorised agencies, directing them to submit structural stability certificates for each hoarding. Agencies have been asked to provide detailed documentation outlining safety measures, maintenance protocols, and compliance with regulatory standards.
The BMC has instructed all advertising agencies to immediately inspect their installed hoardings and submit status reports on their structural integrity. To improve accountability, agencies must prominently display their names on each hoarding structure.
From a safety standpoint, agencies have been directed to remove torn flex materials or loose components that may pose risks, especially during windy conditions. They have also been told to dismantle hoardings wherever structural safety is doubtful.
