Trump Unveils Gaza Administration Committee, Pushes Phase Two of Peace Plan

US President Donald Trump has announced the formation of a new Gaza Administration Committee as part of Phase Two of his peace plan, outlining an international framework to oversee reconstruction, security and a transition toward self-rule.

US President Donald Trump has unveiled the National Committee for the Administration of Gaza (NCAG), calling it a crucial step in advancing Phase Two of his Comprehensive Plan to End the Gaza Conflict. The 20-point roadmap aims to stabilise Gaza, rebuild its institutions and economy, and guide the territory toward long-term, self-governing administration.

The newly formed NCAG will be led by Dr Ali Sha’ath, a technocratic administrator with experience in public governance, economic development and international engagement. According to US officials, Dr Sha’ath will oversee the restoration of essential public services, rebuilding of civil institutions and stabilisation of daily life in Gaza, while preparing the ground for sustainable governance.

The initiative aligns with UN Security Council Resolution 2803 (2025), which endorsed Trump’s peace plan and supported the creation of a Board of Peace to provide international oversight during Gaza’s transition from conflict to reconstruction.

To implement the plan, an Executive Board of the Board of Peace has been established under Trump’s chairmanship. Key members include US Secretary of State Marco Rubio, Special Ambassador Steve Witkoff, Special Envoy Jared Kushner, former British Prime Minister Tony Blair, Apollo Global Management CEO Marc Rowan and World Bank President Ajay Banga. Each will oversee critical portfolios such as diplomacy, governance capacity-building, infrastructure reconstruction and investment mobilisation.

Former UN Middle East envoy Nickolay Mladenov has been appointed High Representative for Gaza, serving as the main link between the Board of Peace and the NCAG. On the security front, Major General Jasper Jeffers will lead the International Stabilization Force, tasked with maintaining security, supporting demilitarisation, enabling humanitarian access and ensuring a stable environment for reconstruction.

A separate Gaza Executive Board is also being formed, bringing together international and regional figures to support governance and service delivery on the ground.

The White House said the United States remains fully committed to the transitional framework and urged Israel, Arab partners and the wider international community to cooperate closely with the NCAG and the Board of Peace. Trump said broad cooperation would be essential to ensuring Gaza’s recovery, stability and eventual transition to long-term self-rule.
