New Delhi:The National Medical Commission (NMC) has issued a public advisory instructingall government and private hospitalsto ensurecontinuous availability of anti-rabies vaccine (ARV) and rabies immunoglobulin (RIG).

The directive follows aSupreme Court order dated November 7, which laid down strict, time-bound guidelines for the Central government and all States and Union Territories to prevent the entry of stray dogs into public facilities, includingeducational institutions, hospitals, sports complexes, bus terminals, and railway stations.

Key measures outlined in the order include theidentification and securing of premisesof both government and private institutions such as schools, colleges, hostels, hospitals, stadiums, inter-state bus terminals, and railway stations. These locations are to be safeguarded usingfencing, boundary walls, gates, and other structural or administrative controlswithin a period ofeight weeks.

As per the instructions, every institution must appoint anodal officerresponsible for maintaining cleanliness, preventing stray dog entry, coordinating with municipal authorities, and ensuring that the officer’s contact details are displayed prominently and formally communicated to the local civic body.

The order also mandatesquarterly inspectionsto confirm that no stray dog shelters or habitats exist within or around these premises, and directs authorities to take immediate action if any stray animal is found inside institutional areas.
