Odisha Removes Individual NOC Requirement for State Government Employees Taking Recruitment Exams

Odisha has removed the requirement for individual NOCs for officers and employees of the General Administration and Public Grievance (GA & PG) Department applying for jobs or recruitment exams.

The Government of Odisha has abolished the requirement for individual No Objection Certificates (NOCs) for officers and employees under the General Administration and Public Grievance (GA & PG) Department who wish to apply for jobs or appear in recruitment examinations. Instead, the department has issued a Standing Permission and NOC, allowing employees to apply for positions or take exams conducted by bodies such as UPSC, OPSC, SSB, OSSC, OSSSC, and other Central or Odisha government recruitment agencies without seeking fresh departmental approval each time.

The routine NOC process was deemed inefficient, as the department received a large number of applications annually, consuming administrative resources and causing delays for employees. Recognizing the right of employees to pursue career opportunities, the State Government introduced the standing arrangement to streamline the process.

The Standing Permission comes with conditions: employees must not neglect official duties, and prior approval for leave or headquarters-leaving permission remains mandatory, supported by admit cards or equivalent documents. The order does not grant automatic relief from service; employees selected for new positions must still obtain formal approval to be relieved, and the department can refuse if justified in the public interest.

This Standing Order now serves as the official NOC for all GA & PG employees and supersedes previous instructions. No individual NOC applications will be entertained going forward, and all pending requests will not be processed.
