Raghuvir Bagkar, former Arpora Panchayat secretary in Goa, was arrested on Friday in connection with the December 6, 2025 Birch by Romeo Lane nightclub fire that killed 25 people, after a magistrate rejected his anticipatory bail plea.
Investigations revealed Bagkar allowed the club to operate despite an expired trade licence, approved land use based on a fictitious address, and overlooked illegal construction and CRZ violations, making him a key figure in the probe.
Several others, including the club owners Saurabh and Gaurav Luthra, have also been arrested in connection with the tragedy.
