In a major step toward strengthening India’s digital public infrastructure, the Ministry of Electronics and Information Technology (MeitY) has constituted a high-level committee to harmonise and modernise the regulatory framework governing DigiLocker. The panel will conduct a comprehensive legislative review of the existing Digital Locker Rules to align them with the evolving technological, legal, and digital governance landscape.
The committee is chaired by Ajay Sawhney and includes legal experts, technology specialists, and industry representatives, reflecting a multi-stakeholder approach. Beyond reviewing current regulations, the panel has been tasked with preparing a forward-looking roadmap to expand the DigiLocker ecosystem.
Key areas under consideration include the introduction of an “Entity Locker” concept, expansion of institutional participation, and exploration of structured commercialisation models for the platform. These steps are aimed at broadening DigiLocker’s utility across both public and private sectors.
The committee held its inaugural meeting on February 24 at Electronics Niketan in New Delhi. Discussions focused on DigiLocker’s growing role in advancing the government’s “Viksit Bharat” vision by enhancing ease of living through secure, paperless access to official documents and improving ease of doing business with seamless digital verification systems.
