A new immigration bill called the Welcoming International Success Act (WISA) has been introduced in the US House of Representatives, aiming to reverse strict restrictions imposed on the H-1B visa programme during President Donald Trump’s second term. The bill was introduced by Democratic Representative Bonnie Watson Coleman and has gained support from several Democratic lawmakers.
If passed, the WISA Act would nullify a September 2025 presidential proclamation that imposed stricter requirements on the H-1B visa system. The order introduced rigid wage thresholds and a $100,000 sponsorship fee for new applicants, making it significantly harder for US companies to hire foreign skilled workers.
The legislation argues that the H-1B programme plays a crucial role in addressing labour shortages in sectors such as technology, engineering, healthcare and education. Supporters of the bill say the restrictions have created challenges for universities, hospitals and research institutions that rely on international talent.
The debate comes at a time when the H-1B visa programme is under intense scrutiny in the US. Indian professionals make up nearly three-quarters of all H-1B visa approvals and are heavily represented in STEM fields such as software development and engineering. While some lawmakers are pushing to ease restrictions, others have proposed measures to drastically reduce or even eliminate the programme in the coming years.
