The administration ofDonald Trumphas drafted new guidelines for artificial intelligence companies seeking contracts with the US government, introducing stricter requirements for how their AI systems can be used.
According to a report by theFinancial Times, the proposed rules would require AI companies to grant the US government an irrevocable licence allowing “any lawful use” of their AI models under civilian contracts. The guidelines are part of a broader effort by federal agencies to standardise how artificial intelligence services are procured across the government.
The draft guidance has been prepared by theGeneral Services Administration, which oversees many government procurement processes. The rules would apply primarily to civilian agencies but reportedly mirror similar measures being considered by theUnited States Department of Defensefor military-related contracts.
The development comes shortly after the Pentagon designated the AI companyAnthropicas a “supply-chain risk” and barred government contractors from using its technology in projects related to the US military. The decision followed a months-long dispute over the company’s insistence on safety restrictions that defense officials said limited operational flexibility.
The draft rules also include provisions aimed at ensuring neutrality in AI outputs. Contractors would be required not to intentionally embed partisan or ideological judgments into AI responses. In addition, companies would have to disclose whether their AI models have been modified to comply with regulatory frameworks outside the US federal system.
Officials say the new requirements are designed to strengthen the government’s control over AI tools while ensuring transparency and reliability in systems used for public services.
