The Orissa High Court has issued an arrest warrant against Arvind Agrawal, commissioner-cum-secretary of the state Higher Education Department, for what it termed “aggravated contempt of court” in a long-pending service-related matter involving a retired employee.
The action arises from the alleged failure of the department to comply with a court directive concerning Tapan Kumar Pattanaik, who had challenged the denial of a due increment shortly before his retirement. Pattanaik submitted a representation on April 7, 2025, seeking release of the increment, but claimed that no decision was taken despite the availability of all relevant records.
Following the inaction, Pattanaik approached the High Court, which on July 30, 2025, directed the department to decide the matter within eight weeks. The state government had assured the court that the representation would be examined within the stipulated period, prompting the court to dispose of the petition with a caution against unnecessary delays.
However, Pattanaik later filed a contempt petition alleging non-compliance. On December 12, 2025, the court granted additional time after the government sought an extension, but no compliance was reported at the subsequent hearing.
In an order uploaded on Monday, the High Court observed that the authorities had failed to honour both its directions and the undertaking given to the court, describing the conduct as aggravated contempt. It ordered issuance of an arrest warrant against the sole contemnor to secure his appearance before the court on January 22, 2026.
The court, however, provided a final opportunity to avoid coercive action by submitting proof of compliance before the scheduled date.
