The Odisha Transport Department has announced that green PUCC validity stickers will be issued from January 10 to vehicles possessing a valid Pollution Under Control Certificate (PUCC). The stickers will be available at dedicated counters set up across all Regional Transport Offices (RTOs) in the state.
According to the department, vehicle owners who already hold a valid PUCC will be eligible to collect the sticker from their respective RTOs. Officials will verify the vehicle’s PUCC status, registration details, and records available on the VAHAN database before issuing the sticker.
Vehicle owners will be required to present either a physical or digital copy of the PUCC, along with the Registration Certificate (RC) and a valid identity proof. In cases where the vehicle owner authorises another person to collect the sticker, a signed authorisation letter along with identity documents of both parties must be produced.
The Transport Department has fixed January 10 as the cut-off date for the new system. Vehicles that obtained their PUCC on or before January 9 will receive the sticker from the RTO, while vehicles undergoing emission testing on or after January 10 will receive the sticker directly from authorised PUC testing centres at the time of certification.
Officials clarified that authorised PUC centres will issue the green sticker immediately after a vehicle successfully passes the emission test and Form 59 is generated. No additional charges are permitted for issuing the sticker.
For four-wheelers, the sticker must be affixed on the left side of the front windscreen from inside, ensuring clear visibility. Two-wheelers must display the sticker prominently on the exterior body.
While the Transport Department has clarified that displaying the green sticker is not mandatory, it will help enforcement agencies quickly verify PUCC compliance during routine checks. Fuel stations across the state have also been instructed to display notices informing motorists about PUCC requirements.
The department has warned that issuance or use of fake or unauthorised PUCC stickers will attract strict action under the Motor Vehicles Act and Central Motor Vehicles Rules, including possible cancellation of authorisation for testing centres.
