The Odisha Crime Branch’s decision to issue a clean chit to Silicon Tech Lab Private Limited (STL) in connection with the Police Sub-Inspector (SI) recruitment exam has raised serious concerns, especially after a CBI chargesheet alleged widespread manipulation of the exam process. Newly accessed documents show that the Crime Branch had granted the private firm a character certificate, describing its head, Suresh Nayak, as a “decent and knowledgeable person.” The firm was subsequently entrusted with conducting the SI recruitment examination.
The documents also confirm that STL had previously conducted other major examinations, including the Jail Warder and High Court Assistant Section Officer (ASO) exams. Based on the Crime Branch’s certification, the agency was deemed eligible for overseeing the SI exam as well.
However, the CBI’s chargesheet presents a starkly different narrative. According to the investigation, plans to manipulate the SI examination began as early as March 2025. The chargesheet alleges that around ₹25 lakh was collected from candidates as part of the recruitment scam and identifies Suresh Nayak as the alleged mastermind.
The Crime Branch issued its clean chit to Silicon Tech Lab on August 4, 2025 — months after the timeframe in which the CBI claims the scam began. This contradiction has prompted questions over the transparency and thoroughness of the verification process used before awarding sensitive government examination contracts to private entities.
At present, no official clarification has been provided regarding the conflicting findings of the two investigative agencies.
