The University Grants Commission’s newly notifiedEquity in Higher Education Institutions Regulations, 2026have triggered a widening political and administrative backlash, turning an education reform into a national flashpoint.
The regulations mandate Equal Opportunity Centres, Equity Committees, and round-the-clock grievance mechanisms in all higher education institutions to address caste-based discrimination, particularly affecting SC, ST and OBC students. While the UGC and the Centre argue the rules strengthen inclusion and student safety, critics claim the framework is vague, punitive and open to misuse.
The controversy intensified after a district magistrate resigned, alleging the regulations were unfair to upper-caste students, before being suspended by the administration. Soon after, a BJP youth wing leader and a senior party functionary also stepped down, stating that the guidelines risk deepening social divisions on campuses rather than resolving discrimination.
Opponents argue the rules lack safeguards for those accused, could create a presumption of guilt, and impose harsh penalties on institutions, including withdrawal of recognition and funding. Protests have since spread across several states, pushing the issue firmly into the political arena.
With the Centre yet to signal a review or consultation process, the UGC regulations now sit at the centre of a broader debate over social justice, due process and governance in India’s higher education system.
