The Ministry of Education is set to address mounting concerns over the University Grants Commission’s Promotion of Equity in Higher Education Institutions Regulations, 2026, introduced on January 13. The rules, now mandatory for all colleges and universities, expand the definition of discrimination and strengthen enforcement mechanisms to prevent bias based on caste, religion, gender, disability and place of birth.
Government sources say misinformation and misinterpretation have fuelled opposition, insisting the regulations are designed to promote fairness and inclusion, not target any group. The guidelines mandate Equal Opportunity Centres, equity committees with representation from SC, ST and OBC communities, and strict action against proven cases of discrimination.
Despite official assurances, protests have erupted across campuses, with student groups and faculty raising concerns over vague definitions, potential misuse and lack of safeguards for the accused. The hashtag #RollbackUGC has trended on social media, and demonstrations have taken place in cities including Delhi and Lucknow.
With political resignations, student protests and public debate intensifying, the Centre is expected to issue further clarifications to counter misinformation and outline how the rules will be implemented fairly. The controversy has turned a regulatory reform into a national flashpoint over equity, due process and the future of campus governance in India.
