The Indian National Congress has initiated intense negotiations within the Maha Vikas Aghadi (MVA) to secure Maharashtra’s lone Rajya Sabha seat, calling it a “mathematical necessity” to protect its national standing in the Upper House.
With 72 seats falling vacant this year, the party faces a numerical challenge that could impact its claim to the Leader of Opposition (LoP) post. Parliamentary rules require a minimum of 25 MPs in the 245-member House to hold the LoP position. Congress currently has 27 members, but the retirement of leaders such as Abhishek Manu Singhvi, Rajni Patil, Phulodevi Netam and K. T. S. Tulsi could reduce its tally below the required mark.
Party president Mallikarjun Kharge, who also serves as LoP in the Rajya Sabha, is set to complete his term in June. Losing seats could deprive Congress of the constitutional authority and political leverage associated with the office.
To prevent this, Maharashtra in-charge Ramesh Chennithala has reportedly reached out to Uddhav Thackeray, proposing a strategic seat-swap arrangement. Under the proposal, Congress would contest the Rajya Sabha seat now, and in return support Thackeray for a future Maharashtra Legislative Council berth. The final decision, however, rests with regional allies, including Sharad Pawar, as the nomination deadline approaches.
